Cmdr. Briana Welton Hillstrom accepted command of <\/span><i><span style=\"font-weight: 400;\">Thomas Jefferson<\/span><\/i><span style=\"font-weight: 400;\">, relieving Capt. Christiaan van Westendorp in a ceremony led by Capt. David Zezula, commanding officer of NOAA\u2019s Office of Marine and Aviation Operations (OMAO) <\/span><a href=\"https:\/\/www.omao.noaa.gov\/explore\/facilities\/marine-operations-center-atlantic-moc\"><span style=\"font-weight: 400;\">Marine Operations Center-Atlantic<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><br><\/p>\n\n\n\n<!--more-->\n\n\n\n<p><span style=\"font-weight: 400;\">Distinguished guests included <\/span><span style=\"font-weight: 400;\">Mr. Michael Burten, deputy director for constituent affairs, U.S. Senator Gillibrand, GMD Shipyard Corporation partners, and commands of USCGC <\/span><i><span style=\"font-weight: 400;\">Diligence <\/span><\/i><span style=\"font-weight: 400;\">(WMEC-616) and NOAA Ship <\/span><i><span style=\"font-weight: 400;\">Ferdinand R. Hassler<\/span><\/i><span style=\"font-weight: 400;\">. Congratulatory letters from U.S. Senator Kirsten Gillibrand (D-NY), U.S. Representative Grace Meng (D-NY-6<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">), U.S. Representative Nydia Velazquez (D-NY-7<\/span><span style=\"font-weight: 400;\">th<\/span><span style=\"font-weight: 400;\">), and Rear Adm. John Kidd<\/figcaption><\/figure>\n\n\n\n<p><br>The commanding officer of a NOAA ship has ultimate responsibility for the ship, its activities, and the safety of all aboard. On board NOAA Ship <i>Thomas Jefferson<\/i>, the commanding officer is also the chief scientist with responsibility for the execution and success of the ship\u2019s assigned hydrographic survey operations.<br><span style=\"font-weight: 400;\">Captain van Westendorp served as NOAA Liaison to the Oceanographer of the Navy prior to taking command in July, 2016. He also served aboard Thomas Jefferson as operations officer (2006-2008), and again as executive officer (2012-2014). During his tenure, van Westendorp completed 32 surveys in total, covering areas such as the Gulf of Maine, Chesapeake Bay and Approaches, Approaches to Savannah, and Approaches to Galveston. Twenty of these surveys were in Puerto Rico and the U.S. Virgin Islands in <\/span><a href=\"https:\/\/www.nauticalcharts.noaa.gov\/updates\/?p=170461\"><span style=\"font-weight: 400;\">response to Hurricane Maria<\/span><\/a><span style=\"font-weight: 400;\">restoring maritime commerce to ports in the area and aiding the <\/span><a href=\"https:\/\/www.nauticalcharts.noaa.gov\/updates\/?p=171448\"><span style=\"font-weight: 400;\">recovery of the local economy<\/span><\/a><span style=\"font-weight: 400;\">. He also oversaw the ship through three major repair periods. Captain van Westendorp\u2019s next assignment will be as chief of Coast Survey\u2019s Navigation Services Division, where he will lead <\/span><a href=\"https:\/\/nauticalcharts.noaa.gov\/customer-service\/navigation-response.html\"><span style=\"font-weight: 400;\">NOAA\u2019s navigation response<\/span><\/a><span style=\"font-weight: 400;\">, <\/span><a href=\"https:\/\/nauticalcharts.noaa.gov\/customer-service\/regional-managers\/index.html\"><span style=\"font-weight: 400;\">regional constituent and stakeholder outreach<\/span><\/a><span style=\"font-weight: 400;\">, and <\/span><a href=\"https:\/\/nauticalcharts.noaa.gov\/publications\/coast-pilot\/index.html\"><span style=\"font-weight: 400;\">nautical publications<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n\n\n\n<p><\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1010\" height=\"569\" src=\"https:\/\/nauticalcharts.noaa.gov\/updates\/wp-content\/uploads\/2019\/04\/tj-changeofcommand-3.jpg\" alt=\"Capt. Smith stated, \u201cYour persistence, flexibility, and dedication during this extended tour as Commanding Officer brings credit to you, the NOAA Corps, and Coast Survey. Your accomplishments as Commanding Officer of <\/span><i><span style=\"font-weight: 400;\">Thomas Jefferson <\/span><\/i><span style=\"font-weight: 400;\">continue to uphold our tradition of high standards in NOAA ocean mapping. I want to personally thank you for your support of the Office of Coast Survey.\u201c<\/span><br><span style=\"font-weight: 400;\">Cmdr. Hillstrom most recently served as the chief of Coast Survey\u2019s Atlantic Hydrographic Branch in Norfolk, VA, where she managed the branch through a period of significant change in which HCell cartographic compilation ceased and reviews of externally sourced data and source input into the National Bathymetric Source (NBS) rose dramatically. Cmdr. Hillstrom was previously the commanding officer and executive office of <\/span><a href=\"https:\/\/www.omao.noaa.gov\/learn\/marine-operations\/ships\/ferdinand-r-hassler\"><span style=\"font-weight: 400;\">NOAA Ship <\/span><i><span style=\"font-weight: 400;\">Ferdinand R. Hassler<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">, <\/span><\/i><span style=\"font-weight: 400;\">and operations officer aboard <\/span><a href=\"https:\/\/www.omao.noaa.gov\/learn\/marine-operations\/ships\/fairweather\"><span style=\"font-weight: 400;\">NOAA Ship <\/span><i><span style=\"font-weight: 400;\">Fairweather<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">, <\/span><\/i><span style=\"font-weight: 400;\">and a junior officer aboard <\/span><a href=\"https:\/\/www.omao.noaa.gov\/learn\/marine-operations\/ships\/rainier\"><span style=\"font-weight: 400;\">NOAA Ship <\/span><i><span style=\"font-weight: 400;\">Rainier<\/span><\/i><\/a><i><span style=\"font-weight: 400;\">. &nbsp;<\/span><\/i><span style=\"font-weight: 400;\">This assignment to <\/span><i><span style=\"font-weight: 400;\">Thomas Jefferson <\/span><\/i><span style=\"font-weight: 400;\">rounds out an assignment history to all four of the hydro ships.
